The largest share of health care payments are made by the Medicare and Medicaid programs, and both are moving aggressively to allow insurers and providers to offer a range of services and benefits to address social determinants of health (SDOH). The Medicare agency has recently expanded Medicare Advantage benefits to allow non-medical benefits to be included in benefit design starting in 2019. Multiple states are advancing large Medicaid contracts for at-risk patient identification and intervention, and an SDOH “arms race” is underway across the healthcare industry. Accountable Care Organizations (ACOs) participating in the Medicare Shared Savings Program share many of the same incentives to address SDOH as insurers do.

60% of health expenditures are determined by non-clinical social factors such as access to food, housing and transportation. These SDOH represent barriers to access to high-quality health care in the most cost-effective setting. This is particularly true among low-income and elderly Americans who represent the majority of healthcare costs. Addressing SDOH has been proven to significantly reduce unnecessary emergency department visits and readmissions and drive enormous medical expense savings. It is estimated that least $200B of medical expenses among low-income Americans can be addressed through non-clinical solutions annually.

Based in one of DC's Opportunity Zones (OZs), Nightingale will leverage the OZ statute (passed in 2017 with final regs issued in late December 2019) to make major evidence-based investments in anti-poverty and complex care initiatives in partnership with insurers, such as housing, food security, non-urgent medical transport, community health workers and managed long-term care. Nightingale's unique business model will share savings with insurers to repay its investors and continually reinvest in program expansions to serve more vulnerable patients. The firm's goal is to invest $1 Billion in OZ capital over the next 8 years. Nightingale's lead sponsor is CapZone Impact Investments, a major OZ fund based in Connecticut.

By concentrating efforts in opportunity zones, Nightingale Partners is able to leverage the enormous tax benefits and incentives while investing in communities where the need for social interventions, and the potential for return on investment, is greatest. Nightingale’s mission is to improve the quality of care and reduce unnecessary health care expenditures for our most vulnerable patients through advanced technology, locally-curated social services providers, and innovative financing to address SDOH.

John Gorman,

Founder and Chairman

John is Founder and Chairman of Nightingale Partners, and is the Founder and former Executive Chairman of Gorman Health Group, at the time the industry’s leading consulting practice which spawned almost a dozen entrepreneurial ventures in government health programs.

John’s work focuses on Medicare, Medicaid, and Affordable Care Act strategy, governance, and turnaround of distressed health plans. Prior to founding the firm, John served as Assistant to the Director of Health Care Financing Administration’s (HCFA, now CMS) Office of Managed Care, where he provided day-to-day management and served as the external liaison for the Medicare and Medicaid managed care programs.

 During the 1993 debate on national health care reform, John was chief lobbyist on health care financing issues for the National Association of Community Health Centers, an organization of federally-funded primary care clinics for the medically underserved. John’s career in Washington began as Press Secretary and Staff Director for U.S. Representative John Conyers, Jr. (D-MI), then Chairman of the Government Operations Committee.

 John serves on the Board of Directors of Henry Ford Health System’s Health Alliance Plan in his birthplace of Detroit, MI, and serves as a Senior Advisor to Premier, Inc., the hospital purchasing cooperative, on Medicare Advantage and Medicaid matters.

Leslie Mullins


Leslie Mullins, Consultant, has more than 30 years of multi-faceted expertise in Medicare, Medicaid, and specialty managed care. Leslie specializes in strategy, market analysis, and project management, with emphasis on policy and analytics.

Leslie has assisted new plans in applying for and receiving state licensure and has successfully led large workforces in clinical operations, call center operations, and community health work. She has served in various leadership positions, including Vice President of Operations for a Special Needs Plan (SNP) and Vice President of Finance at Magellan Health Services.

Most recently, Leslie served as a lead contract consultant at Gorman Health Group. A Finance and Marketing MBA graduate from Indiana University, Leslie is currently a JD candidate at the UDC David A. Clark School of Law.
