Mark E. Lutes |
Mark E. Lutes is in the Health Care and Life Sciences practice of Epstein Becker Green and the Chair of the firm's Board of Directors. Based in Washington, DC, he has practiced with the firm for nearly three decades. Prior to that, he was a legislative adviser to the Federal Trade Commission. He also offers strategic counsel in health policy and on reimbursement strategy through the firm's affiliates EBG Advisors, Inc., and National Health Advisors, LLC. Mr. Lutes is a leader in the firm's representation of private equity and financial services firms with health care companies in their portfolios. He routinely deploys multidisciplinary teams of attorneys, reimbursement specialists, engineers, and scientists to assess the reimbursement, FDA and other domestic and international regulatory approvals, fraud and abuse compliance, CMS and legislative landscapes and other issues impacting proposed client investments in health care companies. Mr. Lutes combines experience with the corporate aspects of transactions with his deep experience in health care compliance issues to provide clients with practical advice in the negotiation of warranty and indemnification issues and in assessing risk factors in health and life science deals. He has advised on the largest transactions in the health care market including services, pharmaceutical and device companies. Mr. Lutes is also an experienced antitrust counselor to health care companies contemplating mergers or acquisitions and has facilitated the antitrust clearance of numerous significant hospital mergers. He has managed the defense of high profile healthcare antitrust actions by the FTC. Mr. Lutes has a deep understanding of managed care markets and regulation. He is consulted by a variety of providers and payors in structuring innovative payment arrangements. Additionally, he counsels on hospital and physician ventures and compliance issues and in the area of information privacy and security. Mr. Lutes has developed privacy and security audit tools which support client compliance needs. He has been selected for inclusion in Washington, DC Super Lawyers (2007 to 2010, 2013, 2014) and honored by Nightingales as a leading health care antitrust lawyer. He is ranked among the "Leaders in Their Field" by Chambers USA (2010 to 2014). Mr. Lutes is active in his parish and serves as Chair of the Advisory Board of the Spanish Catholic Center, a social and health services nonprofit. He also serves on the President's Council of Catholic Charities, Archdiocese of Washington, DC, which honored him with The Caritas Award, its highest recognition of volunteers. Mr. Lutes also has over a decade of service in leadership in the Boy Scouts of America organization. |

Chris Sukenik is a Principal with BDC Advisors. He is a proven consulting leader and trusted advisor to senior healthcare executives with a focus on provider and payer healthcare markets. Chris has extensive experience in enterprise strategy, payer contracting strategy and value-based contracting initiatives. His areas of focus include: Enterprise Strategy; Payer Contracting Strategy; Value-Based Contracting Initiatives; Managed Care Pricing Strategy; Managed Care Organization Design; Accountable Care Organization and Design; and Strategic Affiliations. Trine K. Tsouderos |
Trine Tsouderos is a director at PwC’s Health Research Institute (HRI), where she develops national thought leadership on the healthcare industry's new entrants and innovators such as PwC’s report, Healthcare’s new entrants: Who will be the industry’s Amazon.com? A former journalist, Trine has 17 years of newsroom experience. Most recently, she was medical reporter at the Chicago Tribune, winning state and national awards for her work. Her work has been cited in books and scientific papers. Trine is also a seasoned panel moderator and speaker and has given presentations at organizations such as The New York Academy of Sciences, the Illinois Chapter of the American Academy of Pediatrics and the Healthcare Businesswomen’s Association. Trine also has worked in health communications. As director of healthcare media at Golin, she helped shape and execute domestic and global media strategies for large insurers and major pharmaceutical and consumer healthcare products companies. |
Crystal Yednak |
Crystal Yednak is a senior manager with PwC’s Health Research Institute and leads HRI’s analysis of regulatory and legislative affairs impacting providers and payers. In 15 years as a journalist whose work has appeared in major publications such as The New York Times, the Chicago Tribune and Crain’s Chicago Business, Yednak reported on health policy and its impact from a variety of perspectives. She followed state government efforts to expand Medicaid, profiled the winners and losers in a shifting provider landscape and chronicled patient experiences in the healthcare system. At the Tribune, Yednak uncovered corruption involving the state’s healthcare facilities planning board and the governor’s office. Prior to joining PwC, Yednak conducted research and wrote thought leadership pieces for a number of companies and nonprofit organizations. Yednak is a graduate of Northwestern University. |
Paul R. Houchens |
Paul Houchens has extensive experience evaluating health care reform proposals from the prospective of numerous sectors of the healthcare industry, including: State Medicaid agencies, employers, health insurers, and other state agencies. Paul has assisted five states in analyzing or projecting insurance market changes as a result of the Affordable Care Act. Additionally, he recently performed an actuarial certification for a state’s Section 1332 State Innovation Waiver. He has published numerous white papers on healthcare reform issues including the individual and employer mandates, insurer financial results under the Affordable Care Act, and evaluation of proposed federal legislation. He has consulted on a wide array of topics for state Medicaid agencies, including capitation rate development, financial projections, risk adjustment, financial reporting, and encounter data quality improvement. Paul authored and assisted in the development of several white papers during 2016 related to the new Medicaid managed care regulations released by the Federal government. Paul is a Fellow, Society of Actuaries, and a Member, American Academy of Actuaries. He is a graduate (summa cum laude and honors) of Ball State University. |
Doug Norris |
Doug Norris specializes in healthcare reform as it applies to commercial plans (including Exchange modeling, strategy, tactics, and Part 5 "3R" risk mitigation modeling), underwriting implementation, and behavioral healthcare issues including care coordination and integration. His recent work includes strategic modeling for commercial plans as affected by the Affordable Care Act (including strategy, tactics, and the modeling of the Part 5 risk mitigation provisions), legislation impact modeling, TRICARE and USFHP contract negotiations, commercial large group pricing and strategy, CMS Innovation program payment and delivery modeling analyses, IBNR modeling, behavioral health integration and value opportunity analyses, and health underwriting implementation. Doug has extensive experience in probability and optimization techniques, and has spoken at numerous universities on topics ranging from Markov analysis to probabilistic forecasting. Prior to joining Milliman, Doug was an assistant professor of mathematics at Westminster College (Salt Lake City), and an instructor in the Department of Mathematics at the University of Colorado at Boulder. He also worked for the National Center for Atmospheric Research in Boulder. Doug is a Fellow, Society of Actuaries, and a Member, American Academy of Actuaries. Charlie Brown |
Charlie Brown has spent more than 30 years in healthcare management and consulting, and his clients benefit from his deep and varied background in managed care strategy, health plan contract negotiations, and value-based arrangements. Most of his career has been devoted to improving performance in managed healthcare environments. He has spoken about managed care contracting and strategies to local and national audiences and has been published in a variety of managed healthcare–related journals. As a member of ECG’s Managed Care Services Division, much of Charlie’s work is in developing innovative agreements with performance- or value-based payment methodologies. Recently he has helped health systems create commercially oriented accountable care organizations (ACOs) and has led successful ACO applications to the Medicare Shared Savings Program. He focuses on strategic health plan contracting and the design of collaborative arrangements between healthcare payers, health systems, and medical groups.
