Policy changes are expected under any new president. But the recent re-election of Donald Trump and a unified Congress is likely to shake up U.S. healthcare policy in ways that are yet to be foretold. Among the proposals being floated are block grants and work requirements for Medicaid, the ending of enhanced tax subsidies to purchase insurance on the exchanges, greater regulation of pharmacy benefit managers and shakeups of federal agencies such as the Food and Drug Administration, the Centers for Medicare & Medicaid Services and the Centers for Disease Control and Prevention. This webinar will preview the potential upcoming changes and their impact on healthcare delivery.

Anthony Wright Executive Director, Families USA
Before joining Families USA in July 2024, Anthony Wright served 22 years as Executive Director of Health Access California, the statewide healthcare consumer advocacy coalition. Under Wright’s leadership, Health Access California led state efforts to win patient protections, fight budget cuts, invest in the safety net, expand coverage, and advance equity and prevention.
Wright led California’s coalition effort to help pass and later defend the Affordable Care Act, and for state policies to implement and improve the law to attain the biggest drop of the uninsured rate in the nation. He was responsible for numerous successful healthcare advocacy efforts to pass critical health reforms — such as nation-leading laws to stop surprise medical bills, ensure timely access to care, stop hospitals overcharging, and expand Medicaid regardless of age, assets, or immigration status.
A consumer advocate and community organizer quoted widely in state and national media, Wright’s background also includes working for New Jersey Citizen Action, the Center for Media Education, The Nation magazine, and at the White House in Vice President Al Gore’s office. Raised in the Bronx, he graduated from Amherst College magna cum laude in both English and Sociology.
Katherine Hempstead, Senior Policy Officer, Robert Wood Johnson Foundation
Katherine Hempstead is a senior policy officer at the Robert Wood Johnson Foundation. She works on healthcare issues, mostly those related to health insurance, costs, and access to care. In her work in the policy unit, she seeks to inform policy discussions at the federal and state level by making data and analyses widely available. She is particularly interested making new sources of data that have the potential to inform policy available to researchers and the public sector.
Katherine joined the Foundation in 2011. Prior to that, she was the director of the Center for Health Statistics in the New Jersey Department of Health, where she focused on analysis and dissemination of major data sets including vital statistics, hospital discharge data, and the Behavioral Risk Factor Surveillance System. In this role she became involved in a number of CDC surveillance projects, and led New Jersey’s participation in the National Violent Death Reporting System. During this time, she also worked at New Jersey’s Office of the Attorney General, where she led the internal evaluation of several criminal justice initiatives and participated in other analytical projects. Katherine also served on the faculty at the Rutgers Center for State Health Policy, where she is still a visitor.
Katherine received a PhD in Demography and History from the University of Pennsylvania, where she also received a bachelor’s degree in history and economics. She was a post-doctoral fellow at Princeton University’s Office of Population Research at the Woodrow Wilson School. Katherine has taught history, public policy, and biostatistics in various settings. She frequently speaks and writes about health insurance and other healthcare topics. She is also an active researcher, and has authored numerous articles in the peer reviewed literature.
Paul Fronstin, Director of Health Benefits Research for The Employee Benefits Research Institute
Dr. Paul Fronstin is Director Health Benefits Research at the Employee Benefit Research Institute (EBRI), a private, nonprofit, nonpartisan organization committed to original public policy research and education about economic security and employee benefits. A research professional with EBRI since 1993, he also oversees EBRIs Center for Research on Health Benefits Innovation.
Dr. Fronstin's research areas of interest include trends in employment-based health benefits, employee benefits and public policy, health plan design, health savings accounts (HSAs), workplace wellness programs, retiree health benefits, and public opinion about health benefits and health care. He currently serves on the Board of Trustees for Emeriti Retirement Health Solutions and serves on the National Advisory Board for the University of Michigan Center for Value-Based Insurance Design. Dr. Fronstin is a TIAA Institute Fellow and previously served on the Maryland Patient Safety Center board of directors. He also served on the Maryland Health Care Commission and on the Institute of Medicine (IOM) Committee on Determination of Essential Health Benefits.
As author of several hundred research publications on employment-based health benefits, Dr. Fronstin has been cited by state and federal legislation, and his commentary has been featured by news outlets such as the Wall Street Journal, CNBC and Kaiser Health News.
Dr. Fronstin earned his Bachelor of Science degree from SUNY Binghamton and his Ph.D. in economics from the University of Miami.
Ron Shinkman, Journalist and Advocate
Ron Shinkman is a longtime healthcare journalist. He served as West Coast Bureau Chief of Modern Healthcare magazine and covered healthcare for the Los Angeles Business Journal prior to that. His work has appeared in numerous publications, including the New England Journal of Medicine and Upworthy Science. He currently covers health insurers and policy for the Financial Times publication Health Payer Specialist.
Shinkman has also worked as a patient advocate since 2017, helping individuals navigate the U.S. healthcare system and often saving them tens of thousands of dollars as a result. He has a master’s degree from California State University and a bachelor’s degree from UCLA.
